Further, under the Resource Conservation and Recovery Act (RCRA), any entity that generates hazardous waste must demonstrate that it has established a formal program to minimize hazardous waste generation. Every time someone signs a hazardous waste manifest, the person is certifying that his/her organization has a waste minimization program.
