DOT issued a final rule on security requirements for transporters of hazardous materials on March 25, 2003. The rule amends 49 CFR 172.704 and 49 CFR 172.800.

Important Deadlines
March 25, 2003 – Each hazmat employee must be trained in security awareness. This must be completed by March 24, 2006. Training may occur in training courses for existing employees. For new hazmat employees, training must occur within 90 days of employment.
September 25, 2003 – A written security plan must be developed and implemented for employers who offer or transport hazardous materials.
December 22, 2003 – All employers who are required to have a written security plan must provide “in-depth” security awareness training to hazmat employees on the elements of their plan.
March 24, 2006 – Every hazmat employee must have received training.
